Transition from Part C to Part B
| Donna Dannar | 3/20/08 | Early Access and the Eligibility Module in IMS - When a child is exited from Early Access services with EOP - not eligible referred to other programs, staff currently do not obtain consent for evaluation, nor do they complete a part B evaluation to make this determination. Therefore, the Eligibility Module in IMS cannot be completed. I've been told that providers make this determination based on progress information from their Part C data. Question is: does consent for evaluation and a part B evaluation need to be completed in these situations, or is it acceptable to exit part C services with EOP and not complete the Eligibility Module fields? Or should a different exit code be used to exit part C services (i.e. PMA)? |

Children that are exited with “EOP” - not eligible referred to other programs don't necessarily need to have a “Consent for Evaluation”, nor complete a Part B evaluation. Providers often make this determination based on progress information from Part C services. In that case you would not need to complete the Eligibility Module. In other cases where the child was exited with “EOP”, there has been a “Consent for Evaluation” signed, an evaluation completed, and the child was found to be not eligible for Part B. In those cases you would need to complete the Eligibility Module. You will be able to determine which route to take by the paperwork you receive from the IFSP team. The only two codes that absolutely require a “Consent for Evaluation” and completion of the Part B evaluation are EFB, Eligible for Part B and BND, B not determined. The BND is actually a reflection of the Part B determination not being completed on time or by the child's third birthday. |
